UNDERSTANDING AND SUPPORTING SUSTAINED PATHWAYS OUT OF EXTREME POVERTY AND DEPRIVATION


The Institute of Policy Analysis and Research (IPAR-Rwanda) is currently implementing the study on Understanding and supporting sustained pathways out of extreme poverty and deprivation. This Research project is being implemented by The Chronic Poverty Advisory Network (CPAN) at Overseas Development Initiative (ODI) in partnership with three East African research bodies, the Institute of Policy Analysis and Research (IPAR-Rwanda) is one of them for the case of Rwanda. This is the third year of the project’s implementation. 

Currently qualitative field work is being undertaken in the districts of Bugesera, Nyamasheke, Nyarugenge and Gakenke till the end of March 2017 with support from the National Institute of Statistics Rwanda (NISR). These findings will increase our understanding of the factors associated with sustained escapes from poverty, and how policies and programmes can support these escapes.

EVALUATION OF THE SEVEN YEAR GOVERNMENT PROGRAM (2010-2017)
IPAR- Rwanda was engaged  by the Prime Minister’s office to assess the progress made in the implementation of the Seven Year Government Program (7YGP) which will serve as tool to improve and inform government future planning programs.
The draft report was presented to the forum of Permanent Secretaries from all ministries. IPAR is currently reviewing and incorporating comments from this forum and a final draft report will be submitted soon.

MEMORANDUM OF UNDERSTANDING

Between  the Institute of Policy Analysis and Research - Rwanda and Korea-Africa Center
Institute of Policy Analysis and Research - Rwanda ("IPAR") and Korea-Africa Center ("Center"), with the objective of facilitating mutual friendship, cooperation in academic research, and educational cooperation, both parties signed an Agreement to undertake various activities such as:
-Organization of joint research projects, conferences and workshops
-The exchange of information and publications, and exchange of visits by  scholars,
-Building capacity of researchers in research and policy analysis and other activities mutually agreed upon by the two institutions.

EVENTS/MEETINGS

THE IPAR GENERAL ASSEMBLY
IPAR organized a general assembly meeting on February 17th,2017,  at Umubano Hotel, from 3PM, in this meeting the Executive Director presented to General Assembly Members an overview of IPAR’s new Strategic plan for 2016/2021 and informed members about IPAR’s strategic direction of self-reliance. She also took an opportunity to present to members the progress highlights of the institution both finance and research activities for the year 2016/2017. The GA members discussed and approved the  IPAR constitution amendments.

THE NATIONAL LAUNCH OF THE AFRICA REPORT ON SCIENCE, TECHNOLOGY AND INNOVATION (ACR ON STI) 2017
The African Capacity Building Foundation (ACBF) is planning to launch in Dakar, Senegal on 28th March 2017, its flagship publication, the 2017 Africa Capacity Report (ACR2017) which is on the theme: Building Capacity in Science, Technology and Innovation for Africa’s Transformation.

The Report will also be simultaneously launched in the ACBF regional office in Accra, Ghana, and in countries where case studies have been conducted for the production of ACR 2017. ACBF plans to support country launches in Cameroon (Yaoundé), Ethiopia (Addis Ababa), Morocco (Rabat), Nigeria (Abuja), Rwanda (Kigali), Tanzania (Arusha), Togo (Lomé) and Zimbabwe (Harare)

In this regard, IPAR Rwanda in collaboration with ACBF organized this launch, which will be held on 28th March 2017 from 8:30 am to 14:00 pm at Umubano Hotel, Kigali-Rwanda, and is expected to bring together 50 participants from public and private sector, academia, civil society, development partners and researchers in the domain of Science, Technology and Innovation.
