ONGOING RESEARCH PROJECTS


IMIHIGO EVALUATION

 

The Institute of Policy Analysis and Research Rwanda (IPAR) are currently conducting research and evaluation of imihigo 2014/2015 targets and are expected to have completed the data collection by 20th July, 2015. So far 70% of districts in all provinces have been evaluated and just a few are yet to be evaluated.

AID MANAGEMENT AND FISCAL POLICY FOR INCLUSIVE GROWTH: LESSONS FROM RWANDA


The African Center for Economic Transformation (ACET) Ghana in conjunction with the Institute of Policy Analysis and Research (IPAR) Rwanda are undertaking a study to review and assess aid management and fiscal policy for inclusive growth in Rwanda, by the grant provided by the Gates Foundation. The study will focus on the country's approach to mobilizing, allocating and managing development finance as well as examine the nature of their engagements with the different providers.

RESEARCH AGREEMENT BETWEEN IPAR RWANDA AND VSO RWANDA


The Institute of Policy Analysis and Research Rwanda (IPAR-Rwanda) has partnered with Voluntary Service Overseas (VSO) to assess the policy institutional and operational situation, bottlenecks and identify practical solutions and recommendations towards the achievement of the Vision 2020 and the EDPRS II as well as maximize the impact of VSO in Rwanda.

ANNUAL ANALYSIS OF RWANDA’S AGRICULTURE BUDGET EXPENDITURE 2014-2015


IPAR-Rwanda is conducting research in collaboration with ActionAid International Rwanda to assess the Annual Analysis of Rwanda’s agriculture budget expenditure of 2014-2015. The main objective of this research is to specifically assess what has been allocated in the agriculture sector in response to CAADP targets and come up with policy recommendations on the public financing in the agriculture sector.

MID-TERM REVIEW OF ACBF PROJECT


A mid-term review of the ACBF funded IPAR CAP which begun in June 2012 and is ending June 2016 is being carried out to assess the progress made so far regarding the project objectives and planned activities.
Objectives of the Mid Term Review include;
i.    To assess the extent of progress and achievements of the projects’ objectives.
ii.    To assess the main assumptions/ hypotheses of the design of the project in order to determine whether or not they are still valid.
iii.    Assess the extent to which the project has contributed to strengthening of capacity for research, enhancing capacity for public dialogue and human capacity building.
iv.    Assess the project disbursement performance and compare the rate of disbursement with outputs or activities achieved, resource mobilization efforts in light of the Government’s funding structure and long term sustainability.
v.    Assess the extent of IPAR-Rwanda’s continued demand, relevance, feasibility and sustainability for the future.

UPCOMING EVENTS


IDRC MONITORING VISIT


The International Development Research Centre (IDRC) team will be conducting a Think Tank Initiative monitoring visit to IPAR on the 14th July, 2015 to discuss the activities IPAR has undertaken and plans to undertake in pursuit of the agreed Phase 2 objectives, under the three broad areas of TTI support, which include; enhancing research quality, improving organizational performance and strengthening policy engagement, communication and outreach.  IDRC team will also share information regarding some processes and opportunities within the TTI and in the context of other relevant global matters.

ACBF  SUPERVISION MISSION


The African Capacity Building Foundation will on the 15th – 18th July, 2015 conduct a supervision mission to IPAR- Rwanda, led by Beruk Negash, Program Officer, East and Southern Africa Operations department to review the IPAR CAP project, its progress and address pending issues.

IPAR BOARD APPROVES 2015/2016 IPAR ACTION PLAN AND BUDGET
The IPAR Board of Directors convened on the 23rd of June, 2015 and approved the proposed 2015/2016 IPAR action plan and budget.
