A Research Fellow at IPAR Rwanda and life member of IDEAS (International Development Evaluation Association), Roger specialized in social research with expertise in governance and gender related issues. Prior to joining IPAR Roger was employed at as the Head of Data collection methods and Training sub-section at “National Census Service” (SNR) (July 2001 – June 2006). He was appointed as in charge of Poverty Observatory at National Institute of Statistics of Rwanda from 2006 to 2009 and in 2010 he occupied the position of Research Statistician demographer at National Institute of Statistics of Rwanda. Roger’s core skills are in gathering and analyzing poverty related quantitative data sources and the development of robust monitoring and evaluation indicators. For example Roger contributed to the production of evaluation indicators for the EDPRS and MDGs in Rwanda. Roger is fluent in English, French and Kinyarwanda. Roger gained a Bachelor degree in Public Administration at the National University of Rwanda (2000) before going on to complete a MSc in political studies at the University of Cape Town (South Africa) (2009).
