Richard Mushabe is an Inclusive and Sustainable Development Policy expert, a certified Public Finance Management Accountant by the Global Academy of Finance and Management (USA) and M&E Specialist. He has over thirteen years of professional experience working in the Ministry of Finance and Economic Planning, Rwanda. At the Ministry, he rose from the ranks and headed the National Development Planning and Research Department from 2020 to July 2022.

He has extensively been involved in the elaboration of a number of national and regional medium and long-term development plans including the ; the Rwanda Vision 2050, the National Strategy for Transformation (NST1), joint Government of Rwanda-World Bank Future Drivers of Growth study, SDGs Domestication and Localization in Rwanda, the East African Community Vision 2050 and the African Union Agenda 2063 implementation monitoring at country level as well as coordinating the preparation of the Integrated National Financing Framework (INFF).

He has a Masters in Business Administration from the University of Nicosia, Cyprus, Master of Arts in Economic Policy Management and Bachelor of Commerce (majoring in Finance) both from Makerere University – Kampala, UGANDA and is pursuing ACCA at level 2.

He is currently an international consultant and a member of different networks and committees that include ; Global Academy of Finance and Management, Economic Policy Research Network and Rwanda Monitoring and Evaluation Society.
